its EB-5 Regional Center after 20 years, following one of the biggest
fraud investigations in the federal program's history. Jay Peak partners
Ariel Quiros and Bill Stenger are accused by the U.S. Securities and
Exchange Commission and the state of misusing $200 million of foreign
investors' money. Both the state and
U.S. Citizenship and Immigration Services, which oversees the EB-5
program, agree the Regional Center's days are numbered. Whether those
